Currently based in Hong Kong, Peter Scarrow was born and raised in British Columbia. He is a graduate of the University of British Columbia, having obtained a B.A. in 1977 with a major in Asian Studies (concentration in Chinese and Japanese languages) and an LL.B in 1981. He began practicing immigration law after his call to the B.C. bar in 1982 and was the partner in charge of the Immigration Practice Group and Taiwan branch office of a major Canadian law firm in the late 1980’s.

Mr. Scarrow is not actively engaged in the practice of law, although he does serve as an advisor to Larlee Rosenberg's lawyers on matters related to Chinese-Canadian relations.
